I would suggest it should be pulled down and fixed properly. If it if force-ably turned while seized it may compound your problems....

The ammeter will register the indicator lamp current (normal), the tank sender will probably use the same earth return as the indicators, along with the fuel pump. They will cause fuel gauge variations.... Separate earth conductors would rectify if it bothers you.

Try it with the vacuum advance disconnected. Movement of the breaker plate may lead to a problem with the low tension wiring or earthing.

This sounds like a porous head, leaking from the water jacket into an exhaust port. It won't affect the combustion but as you describe it, the coolant runs direct into the exhaust. Pressure testing the head should confirm.
