If you do the above electrical checks and they show the gauge is working then the float arm is probably seized due to rust.

Fluid Flywheel Identification
I have the two halves of a fluid flywheel but don't know what model Daimler it is from. The only identification I can find is that one half is stamped with Ass. No. 297039 and the other half is stamped with Ass. No. 299302. Can anyone identify which car these might belong to?

I use Penrite lubricants in all my old cars. If you contact them (see website) they will give you a recommendation on what to use for all models of Daimler.
