Stupid question but given what looks like a very solid spring, have you tried some penetrating oil to loosen things up and maybe improve the action?
By the way how is the power steering adventure proceeding?

Hi Mark, Do you mean the square boss on each rear wheel? the adjustment is to jack up the wheel tighten the adjuster until there is no movement of the wheel and then release until two clicks are heard and the wheel revolves freely?
