A Star/delta starter is a switching device to start an electric motor with the windings configured in a star pattern, then once a certain speed is achieved, switches over to a delta configuration which provides full power with less torque. The starting momentum is improved by this manner.
Best explanation I can offer. Typical use in starting compressors where there's a lot of load to start moving but there is usually a flywheel to help once running

Each machine will have a labels attached giving either the loading in Amps or the kW rating just note them down and post them here, we can work them out, however it seems you don,t have individual trips/breakers for each machine unless they are in the starters, you may have a star/delta for the compressor, easily checked as there will be 3 solenoids in the starter box (there are pictures on the internet if you google star/delta starter images)
12kva supply at 16A 415v is 11.5kW kva is always higher than kW in 3phase supplies.
