Oil level under valve/rocker covers

I've been experiencing some (actually quite a bit) oil pounding on the garage floor. I think some was coming from from an oil filter that was not fully tightened, but after snugging that up there was still oil showing up on the garage floor. After looking around a bit thought that it was coming from the valve/rocker covers. Upon removal of the covers, I expected to see oil puddled up on the bottom lip to the level of the return holes .... But it was relatively dry under the covers. QUESTION: should I see oil puddled on the bottom lip? If so, (and I don't) do I need to check the oil flow thru the rockers by removing the spark plugs and cranking engine? Oil pressure is excellent as is compression (approx 180 psi across the board) ... Am I worried about nothing or am I correct in being concerned.

I would suspect the rocker cover gasket itself. I glued mine to my covers, and then once dried gave a light coating of grease to prevent them sticking to the sealing surface, meaning removal of the covers is easy, and the gasket can live a lot longer.
