There aren't any issues with insurance on speed rating. The law in the UK only requires that you fit tyres that are fit for the purpose for which they are being used. Technically, as the speed limit in the UK is 70mph any tyre that is capable of that speed is lawful (as of course you will never exceed the speed limits). More important is the load rating. You must fit tyres that are at least capable of supporting the maximum load of the car at the maximum speed. If you fit tyres with too low a load rating then you will contravene construction and use regulations and that might give an insurance company an excuse. Generally most tyres that you would or could buy will be sufficient in load and speed rating for lawful UK use. Laws in other countries may be different but a car that is lawful in the UK is lawful for temporary use in another country.
