Christopher and Syd were right. School boy error, replaced my meter battery and it now reads 13.75V. I just assumed that as it was giving me a reading the battery must be ok so I never thought of suspecting the meter. Thanks to all as I was off to buy a new car battery tomorrow!
It will be interesting to see if the charge rate on the car has settled down now the battery is fully charged.

Pleased to say that with the fully charged battery the dynamo and regulator are now performing normally and not having to work their proverbials off!
