My hood does not have a front flap, so the problem is now explained. The hood was made 2 years ago using the old hood as a template. I am not concerned about making it rain proof as the car is only used in the dry, so will concentrate on the increasing the thickness of the rubber seal to try and stop the wind noise.
Michael, is there any rubber seal either on top of the windscreen frame or on the underside of the front of the hood?
I can't see tell from the photos so perhaps you are relying on the front flap to keep out both air and rain?

There is a rubber seal on the underside of the hood header rail. Works well.
