Could I assume that the bolts that hold the front bumper brackets to the box like extension to the chassis are welded to the inside of the "box"? As I think is common with Consorts the bottom the "boxes" on mine are in very poor condition. In fact the left hand one is missing and the right hand although still there is about to disintegrate.

On both my Consort and Empress there weren’t captivated nuts holding the bumper onto the box section. It’s possible to get fingers and spanner’s in to position and tighten the screws.
There were captivated nuts holding the wing supports on.

Thank you Marcel. I've cut some metal reasonably to size, when I have trimmed them properly I'll make some holes to put the bolts through. I would rather not weld the bolts in anyway, makes refitting the bumper brackets a bit more flexible in case of errors!

Thank you for the picture David. It makes a whole lot more sense with all the wings etc out of the way. Unfortunately I am attempting this repair with the wings on. I don't have the space or inclination to strip all the front end off.
I'll take pictures as I go along and post them later (or when I've finished), I feel another suitable sized may be drilled in the side.
