I’m sure it should be 600 when not loaded? The idle screws are right up, except one which is a fraction touching to balance. With the mixture screws right up too but looks like a good mixture, any ideas ? The carbs in general seem very good.
If the ignition is too far retarded the engine can be difficult to start. If the ignition is too far advance the engine is easier to start, and you'll also get a higher and more stable idle speed, but at the danger of "pinking" under harsh acceleration. So I'd check the ignition timing , maybe the plug gaps and the tappet clearances too.
