But if one doesn't have a 3D printer or software, what's the cost of initial outlay on those ?

Well for a printer it depends on what the size of the items you want to print and/or what material you want to use. If you just want to print something with a 200mm^3 and just basic materials I think around £200 would get you a decent hobby printer. Material comes in reels like welding wire and depending on material it could be from £20 and up for 1kg of material. For 1 kg I could print roughly 8 of those air intake prototypes.

Software for prepping the files for printing is free unless you want really fancy tools, which you would only use if you were doing it professionally. Here are a couple of examples; https://craftbot.com/software , https://ultimaker.com/software/ultimaker-cura

So for modelling software to create the models, the only real one I could recommend that is free and decently covered with tutorials is Autodesk Fusion 360 https://www.autodesk.co.uk/products/fusion-360/personal
