The reason for never admitting fault is that if you do admit fault you are committing the insurance company to spending out money and you are not authorised to commit their money. If you admit liability you can't then pass on that liability to the insurance company. Not admitting liability is not lying. It's for them to decide liability, you don't know for example if the other party is under the influence of drink or drugs.
Anyway, the best thing is not to have the accident in the first place and the overwhelming majority of accidents are avoidable.
